1.  The three strengths of the radio station would be, A). to uniting the different churches of Metro with a common interest as no one church is in control. B). Provide Christian music and the spoken word to those who may not attend church or for those who do not have the resources to purchase. C) To get the message out for Christian events to the whole metro body.
2.  A). the format is too broad, from country to hard rock and everything in between. B). No one from the local churches is taking real ownership therefore no one feels responsible. C) the station fades in and out so people that listen in their cars have just decided to set the station to another channel as it is not reliable.
3.  I am not sure how to answer this question but I will just throw out some ideas.  You may wnat to get 2 ambassadors from each church who will take ownership of the station.  Get 12 key churches and have them each sponsor a month and the station would recognize their contributions as that months sponsor.  To be one of the 12 it would cost you $5,000 or something like that. 
4.  You need to figure out why God is not allowing the station not to move forward with the promise increase wattage or tower and be willing to obey what he reveals to you. Then you need to find your target audience and focus on that format, be all things to all men is not working in this case.  I am all for the younger market but then one has to realize that the younger generation has access to the internet and can find their christian radio stations and it is not going to be the younger market who pays your bills.  As a wise brother once told me, you can focus all you want on the younger generation but you must realize it is the elder generation who are paying the mortgage.</description>
